Emergency Assistance Repair Program (EARP)
NEAD is no longer accepting applications for EARP. We have met the City of Rochester's quota. NEAD will resume giving applications in the spring of 2011. The 2010 Emergency Assistance Repair Program (EARP), made available through special funding that is administered by the NEAD office was approved. This program was open to homeowners in the southeast area (Sectors 8 and 10) who meet income and family size guidelines, and are in need of emergency repairs to the outside of their homes. EARP addresses only the minor repairs related to electrical, furnace and water heaters, plumbing, a leaking roof and consequential damage, sewer line repairs or replacement, water service line renewal and/or other substantial repairs as pre-approved by the City. Beautification or security work is not eligible. In an effort to ensure those who are most in need of assistance are helped, they must adhere to strict guidelines. |

| Summary of Eligible Grant Activities | |

Substantial emergency repairs related to health and safety, that threaten the long term integrity of the structure will be eligible, including the following:
No beautification or security work unrelated to the emergency repairs will be eligible. The maximum amount of individual home repair grants will be $3,500 for most repairs with two exceptions: 1) the maximum grant for projects involving lead hazards will be $4,500; and 2) the maximum grant for emergency roof repairs requiring a complete roof tear-off will be $7,000. The minimum grant will be $250. Applicants we are unable to assist will be referred to other agencies offering possible funding. |
